Duty
If your vehicle is coming from outside of the European Union you will have to pay import duty on the invoice value of the vehicle on arrvial in UK.
Current Duty Rates

If your vehicle is comming from within the European Union then you will not have to pay any import duty.
VAT (Value Added Tax)
VAT is payable on all vehicles imported from outside of the EU at a rate of 15% on the invoice value,duty and any shipping costs involved in getting your vehicle to England vehicles imported from within the EU will not be subject to VAT as long as VAT has been paid in the country you've purchased the vehicle from there is an exception to this rule which is vehicles purchased from within the EU that are less than 6 months old and have covered less than 6000kms will be classed as new vehicles and will attract the 15% VAT.
Exceptions for residents living outside of the EU
If you have lived outside of the EU for more than 12 months and have owned your vehicle for over 6 months and are permanently relocating to the UK you will not have to pay duty or Vat provding it was not purchased under a duty or tax free scheme and you must keep the vehicle for personal use for at least 12 months.
